Provide a more convenient means of loading ikasan-eip Spring resources for test classes

Description

Currently the only way to pull in all ikasan-eip core Spring resources on module testing is to specify them individually. This burdens the developer - we should look to see if its possible to provide an ikasan-eip-test library which will do this for the developer.

Very quick a simple initial fix for this is to group the base Spring configurations in an Ikasan EIP base test class and extend this for each developer module implementation.
